Like Zoro, as strong as he is, he is the weakest in observation Haki compared to Luffy and Sanji. Meanwhile, Sanji went from one area of the punk hazard lab to an entire different building just because his obv Haki is always on when it comes to women lol. Also, why didn't Katakuri sense his younger sister when she shot Luffy with the dart. Because he was so laser focused on Luffy, she didn't pop up on his radar. People (not you Khan, in general tho) like to say Obv Haki is inconsistent, but I think the opposite, it's really well thought out

Same as how Katakuri was distracted when eating doughnuts in his shrine and didn't notice Luffy coming back. I think they activated it before they noticed Wapol cuz Wapol didn't make a noise at all, I saw no sound effects

Haki exhaust energy. If it was in constant use that wouldn’t make sense. Armament must be activated. Conquerors must be activated. Observation too. Only time where it may naturally do so is if you’re attacked you may naturally sense it coming and dodge.

About Observation Haki: you actually have to turn it on, here it seems that the Five Elders didn't have it on during the speech with Cobra. But the moment after Sabo came in they actually activated it hence why one of them noticed Wapol peeking instead of before. In most cases it's only activated during fights so it actually makes sense here.

Regarding wapol they did notice him, but he was in an opened area I can’t see them risk going out in open area where all the kings are, if he was slow they would have found a way to assassinate him after.

Like when caribou was spying on the straw hat in wano and learned about pluton and nobody bat an eye. Afterward he was on their ship for a while till they reached egg head and still they couldn't sense him.

And then Vivi says farewell to the strawhats with "some day when we meet again and I can join you, will you still call me your nakama?" It was all preparation for this arc 20 years later. The manga is written in a way that feels like its own poneglyph of the future. It's insane how everything is connected in the story from Chapter 1 to now

It would make sense if the five elders are all awakened. Just imagine if they are as old as Imu. They would have totally mastered their powers. Also the odds are looking worse for the Strawhats after this chapter. They are facing an entire navy fleet, Kizaru, Saturn and possibly also the Seraphims on top of that.
