Clearly he means to say "manipulate". But either way, if it gets cleared up next chapter, why not mention it if he still doesn't understand after that ? Also, as a fellow manga reader who is almost caught up, his theories won't be less valid than ours anymore so he might even be right about many things we didn't think of. For example, luffy can produce fire when he punches with red hawk etc... it doesn't actually make sense at times. So who knows.
