If I had to guess, I would say that Super Demon God Raijin at full power is approximately 25 percent stronger and faster than the Grand Minister's base form level which is approximately 50 percent of the Grand Minister's omni mode form, but given the fact that Raijin is being empowered by the Demon Realm by feeding off it's energy to make him stronger and faster while simultaneously having Merno's full power and knowledge infused with his own, if this continues then he'll eventually surpass the Grand Minster and quite possibly Zeno even at their full power.
