Morel is also the same person who’s never seen them in action before besides Kite. Kite was the only person to vouch for them but he died.

They keep telling him to get stronger & take the mission more seriously but I just don’t think they understand Gon never been around this type of environment. (And I just feel like anyone who took the Hunter Exam I guess you can say is not right in the head of some sort because you would have to know it’s some type of life threatening challenge)

They are betting on Netero to still be able to defeat the king. The goal is to draw away the guards. They think that the 3 pairs are pawns to isolate the king and Netero. Also, Netero probably doesn't care too much if some of them die. Par for the course for Hunters. Especially when their entire species is at risk.
