My personal opinion of why Chibnall decided to go with New Year's Specials: Maybe he feels that Christmas stories are too limiting because you have to write a story around a certain holiday. With a New Years special (or "Festive Special" as some places call it) it's easier to write an extended regular story and just say "It's New Years".
