On mutts: Yes, they're like the dogs in the first movie. And the tracker jackers, actually, and the jabberjays in the first movie. The movies didn't focus on it, but the Capitol scientists were masters of genetically engineered animals for war, often mixing species and going for psychological terror. (The dogs in the book had the eyes of the fallen tributes and were engineered to look like them.) It's short for "muttation." I've always liked Collins' choice here--Katniss doesn't end up queen or president or anything, and the rebellion is a disaster, leading up to essentially what would have been a reign of terror followed by another brutal dictatorship. But--at great cost to herself--she did stop that, and retire to the peace that Peeta represented to her.
