Ironically, this rebel of rebels would then go back to the Time Lords and lead and end the Last Great Time War. On top of the fact that UNIT and Torchwood were "inspired" by him.

He ran from Gallifrey and stole an old TARDIS (He had a newer model on Gallifrey but he took an older one since it would be harder for the Time Lords to trace) because of the TLs misuse of their powers over time in his eyes, he butts heads with UNIT because of their desire to do everything in such a martial way, he's just a rebel on the run, running from the Time Lords, running from his actions, he can't ever stop.
