Yeah the Valars are a call and response greeting generally, although obviously they have meaning that's applied in certain circumstances. Stannis is trying to face off with the White Walkers, but the man's a brilliant strategist, he recognizes that the disunity the Boltons sow in the North makes them unable to rally against the Army of the Dead once they come. He needs to rally Northern sentiment against the Boltons and get them to like him at the same time so they have enough men to fight the real threat. Good thing Janos got fucked, Jon got justice for when the City Watch turned on Ned, and for the murder of Robert's bastards. The only three manned castles on the Wall are the Shadow Tower, Castle Black and Eastwatch-by-the-Sea, so it'd make sense to refortify and man some of the other castles if they hope to stand any chance against the WWs. Cersei's trying to use the Faith to her own ends, the faith and the crown are the two pillars that hold up the realm after all. She's rapidly losing her hold on the Crown, so she's thinking she can give the High Sparrow power, count him as an ally, and leverage that against the Tyrells. The Red Priests clearly show they don't actually know anything, they apply what they see and think to whatever they want and make their best approximations, not unlike many other religions both in Thrones and our own world.
