It's simply a matter of whose aware of what's going on, for Torchwood and UNIT if the sun starts getting drained they can't do anything if they don't know where to look, but Sarah Jane can so she has to do something. She was in with UNIT for a while when she first came on. It's also completely possible that since everyone involved with the first attack died except Margaret who seemingly had no contact with extended family until she was converted to an egg, so maybe the Slitheen don't know anything regarding their failure beyond the city where they went.
