The thing with Tywin is, his his whole perspective is uber-obsessed with image and the legacy he will leave with House Lannister. His father was a lazy, hedonistic lord and Tywin was always frustrated with his perceived degradation of such an great and ancient house. So he was always doing crazy shit and when he became the Lord of Casterly Rock he served as Hand for the Mad King during his good years, then left because Jaime got named to the Kingsguard and had to forfeit all titles. He can never conceive of Tyrion being his successor in any sense and views his children as props in the story that need to be worthy parallels of the house's greatness. And yeah if Joffrey were named appropriately his name would be Joffrey Waters since he was born in the Crownlands. And technically as a maester his name is officially Maester Aemon since in joining the citadel you renounce your family name, like when he mentioned he was next in line for the throne but chose to pursue forging his chain and his brother became king, then on to his son who turned out to be Mad King Aerys.
