buffy has a right to be a little taken aback by walking in on angel and faith bc the situations are a little different. yes ofc buffy is with riley but buffy got together with someone who is completely outside of their relationship and the the scooby gang dynamic. angel doesnt have any beef with riley besides definitely jealousy. like think of what faith has done and for buffy to see what looks like an intimate thing happening between those two. not to mention how riley and buffy had to find their groove back after what she did. it makes sense to me
