2025-01-28 01:38:41 +0000 UTCThis is just my take-away from everything leading up to and including this episode. No, I would say Whistler and whomever sent him to Angel didn't know what would happen. When Whistler first spoke to Buffy this episode, he said, "We didn't see you coming." In other words, while he showed her to Angel to start sending Angel down a path of redemption because of the soul, it wasn't expected that they would fall in love and that it would be his ruination. Whistler alluded to knowing that there would be an Acathla incident (thought it would be Angel's big day, but thought he was there to stop Acathla, not to bring him forth), but he/they didn't foresee that Angel would have lost his soul because of his love for Buffy. Whomever these people or beings or demons are, they obviously aren't all-seeing.
