Building on what Manuel said, I'm an IT guy in California, and I run my own personal VPN, too. I'd be more than happy to give you and CMilk access if you wanted. Having an IP without the traffic of large, known VPN providers might be helpful in firewall traversal.

It costs about 3.5€ (28¥) a month and has a 100 MBit/s symmetric connection. <a href="https://www.ovh.com/us/vps/vps-ssd.xml" rel="nofollow noopener" target="_blank">https://www.ovh.com/us/vps/vps-ssd.xml</a> is the provider I use. You can choose your server location to be in France or Germany.
