I don’t know if you know this, but I just wanted to give some backstory on Sixteen.
Before Sixteen Jeongyeon, Jihyo, Nayeon, Minyoung and Sana were to debut in a 6-member group called “6mix”. But it fell through. The 6th member left JYPE before Sixteen. One of the reasons why 6mix was cancelled was the Ferry Disaster in 2014. 6mix was not the only time girls like Jeongyeon, Jihyo and Nayeon thought they would debut but it didn’t happen. After 6mix got cancelled, Jihyo and Jeongyeon basically left JYPE, because they were depressed and thought this life wasn’t for them anymore. They didn’t went to JYPE to train anymore. Jeongyeon even started to work at a Bakery. During this time period Jihyo gained weight. Later they got convinced by JYPE employees to participate in Sixteen. In Episode 1 you can hear Jihyo saying “I became more desperate to debut”, because of all the failed attempts before. I think almost leaving JYPE and not training (this is now my own guess) could be the reason why they were put into Minor in Episode 1 even though both showed greater abilities than other girls in Major before.
Even though Jihyo gained weight before Sixteen, it does not excuse the Photographer to call her fat, because she isn’t. The photographer is just a j*rk. (maybe this word caused my previous comment to get deleted, so I will censor it :D ).
I think in a later episode JYP tells Jihyo to take care of her body, because even small weight gains affect your ability to dance and how it looks (which is valid criticism in my opinion).
Stuff like this is probably viewed different in Korea, I don’t know for sure. Different culture, different beauty standards.
In the end this all doesn’t matter anymore, because Jihyo is over it. Now Jihyo is (in my opinion) the 2nd best Dancer in Twice, has an amazing stage presence, a great voice and is one of the best Leaders in K-POP.

I consider Kpop idols to be high performance athletes like Olympic sprinters and gymnasts. All athletes know that weight control is crucial to both speed and agility. So the comments on Jihyo's weight were not fat shaming, but telling her that if she wanted to be a top idol she needed to lose weight. She had gained a lot of weight just prior to Sixteen because she was depressed about her debut being put off. She did lose the weight and you can see what an amazing dancer she is now, very strong and very fast. She's really the only member of Twice that can match Momo when they do a unit performance together.
