Why there are No Nude Beaches on Australia's Great Ocean Road

Well, that's is not what Australia was like to us. We visited a nude beach at the start of the Great Ocean Road in Victoria, just east of Melbourne, and it was cold and drizzly. And apparently, this would be the best weather we could expect for the next days... Why does this road have no nude beaches? For us, it became quite obvious. Yet, Australia gave us some of the best the country has.
