Dev notes: current progress

Since we have a solid stable release for 3.13, I'm back working on the new features for low-end PCs.

1. "Resize Textures":

I just want to say it's possible and show a screenshot how it looks. Yeah, it means I know how to make it and already did some test modifications. However there're a lot of problems with this feature so I can't say "coming later" or something like this. I just want to say I don't forget about it and I hope some day I'll find a usable solution.

2. "Null Specific Models":

The new "Except" list for this feature is already pretty decent - we need to keep visible a lot of important static objects for regular humans gameplay (e.g. lab traps). Still adding new lines. I'm going to test it few days more and release it on the next week. 

Fun fact: at first I just wanted to join other player hideouts without massive fps drops (no more suffering during trades) but suddenly this idea led me to the new horizons of "extra potato gaming". So now I'm playing with this feature enabled all the time and I hope you'd try it too. Stay tuned.
