Some clutter cc your sims cant buy and some mannequins you cant buy the ones that are on top of a white block (Display) But most mannequins on the floor u can buy
Make sure to enable bb.move objects on or items will be missing
I placed this lot in Oasis Springs the lightning is always on point there
not the mannequins that was crashing the cc that were on the mannequins was causing the crash

Crashing when placing lots... please upload one without the mannequins to see if it fix the problem... edit: I was trying to figure out what is causing the crashing, I've used Ravasheen's mannequins temp fix and its still crashing. After looking on the Sims 4 Tray Importer it appears its missing some textures to some CC. Lynx TilNidNight and LYNX TeddyBow are missing some mesh....
