Pixiv artist are all paid in Japanese yen via fanbox. When we withdraw fanbox payout to our paypal account, we receive Japanese yen (JPY) - Like any Foreign currencies (ie.IDR,RMB,CAD,EUR) are automatically converted into USD once it reached the paypal account. If pixiv artist refund the money to commissioner (for whatever reason) its always in JPY via PIXIV fanbox transfer to recipient paypal account. (To avoid significant transfer fee between paypal to paypal which is 2.9.% +0.30% of total money send.) So its artist to duty to gather enough JPY to refund certain amount USD. Lets say if i owe you 150$ - You will receive exactly 150 USD$ refund or equal to 17.100 JPY (as current paypal exchange rate). If the client refuse to take the money because it is in japanese yen and put himself in escrow. He probably does not know how paypal foreign currencies exchange work.
