You're not really seeing the issue, I think. In combat, you might fire several shots, and duck back under cover. At that point, you can top off the weapon, if you so choose. If you're down to only a revolver, topping off quickly makes sense as you only have a total of 6 rounds. Don't conflate police and military tactics.

Did Dirty Harry ever comment on his revolver having sufficient "ooots"? XD On the topic of selective extraction having value, you may want to survey cops of the 1950's-1980's, as well as the literature of their day to see if they actually did such things. If "Magnum Force" is an accurate representation, the drill seemed to be shoot two three-shot bursts and do a complete reload. A key element of any tactical topping off is that you should no longer be in a major hurry when doing one, so the question would be just how important the design of the gun helping the process out actually is.
