Vagabond's New Action Economy

Since we're going the Skirmish style Initiative, I'm moving further away from how other TTRPGs have handled the Action Economy, while focusing on fixing any perceived loss of value.

You'll notice some pretty significant changes overall: 

1.) React/Quick: Reactions have always bogged down play and the Quick action was the system's "Bonus Action" which has also been pinpointed as bogging down play. Well, now we're shooting for one simple chunk of the Action Economy to help with this and not lose out on...

2.) Perceived Loss of Value: Some players feel like they aren't getting enough out of their turn unless they use all of their action economy. This aims to deal with that issue by coupling the two together.

3.) Withdraw QA for EVERYONE: This is an action that players will either use as a bonus action, or not at all. Backliners essentially totally ignore it, Harassers MUST have it and suffer without it (see: 5e Monk), and Frontliners never use it unless they're dying. Decided to see how this one plays out.

4.) Interact is Gone?: Yup, players are always looking for way too much out of this. It's now part of the USE action.

5.) PREP is GONE?!?!?: Uh huh, because you can take your Main on an Enemy turn during the round.

Simple and to-the-point! I wonder what character options like the Goblin and Rogue will get to compensate for Withdraw being a Quick Action for everyone?
