Other possibilities could be: General Iroh or Pres Raiko keeping their little pet under lock and key as he gifted to Wu. Or Wu owning him. Or Mako servicing by any of the city gangs (or used by gangbanged by them) to they are too drained to cause trouble. Or Ghazan keeping that hole warm and filled with some of his "lava"? Or Hong Li cause cute design. Or lastly lonely Tonraq having a taste while Bolin is away? Sorry just random ideas hope any help.
