War plans are made as a contingency well before any decisions are made. That’s what you do in the military when you are not in war, you plan for…wars. They are constantly updated, sometimes for years or decades, according to changing factors. So many many plans exist with many many dates. In the case of Ukraine, war plans would have been drawn up many years ago possibly well before any thought of invading Ukraine happened, before Putin was in power. Sometimes they are even made for friendly countries as an exercise. All countries essentially have war plans with all other countries they have the remotest possible chance of conflict with or as contingencies to invade friendly countries if a hostile country were to invade a friendly country. We have it with North Korea, we have war plans for invading SOUTH KOREA(btw I was studying to be an American officer during the time I was enlisted in a unit whose destination was Korea if war was to break out there). I have no doubt war plans exist somewhere in the Pentagon for invading Canada. If war does happen then the last updated plans are taken off the shelf and utilized. Russia having war plans for Ukraine says nothing about the time at which they decided to invade. Let alone the fact the desperate situation Ukraine is in would cast doubt on the veracity of any “found plans”.
