Normally I would take the US state department semi-seriously, at least for travel warnings, as I am a US citizen, but this one is a bit much.
"The U.S. State Department issued a health warning this morning to U.S. citizens in China after an American government worker was diagnosed with a mild traumatic brain injury. The unnamed worker reported “subtle and vague, but abnormal, sensations of sound and pressure.”
The U.S. government employee was assigned to the American consulate in Guangzhou, China and started experiencing the symptoms from late 2017 until April of 2018, according to the U.S. State Department."

I am no neuro-expert, but Lyme disease, as well as meningitis seem a lot more plausible than a super hyper sonic boom loud noise machine weapon.
Bacterial infections that affect the brain exhibit eerily similar symptoms, and could at least be tested and explained by science. If it is that big of a deal, with the knowledge of the FBI and CIA, they either already know what it is, and choose not to release information to the media at this moment, or they are currently working on an answer.
Either way, I find it very hard to believe that China, or Cuba for that matter would be using their test subjects as American diplomats, when it is sure to make mass media. China's soft power (or loud power in this case) is more about propaganda and trying to convince the world that it's "gentle rise" is warranted. Causing physical harm to American diplomats in a sensitive time with North Korea, and trade disputes on the line doesn't make any diplomatic sense.
