The program Tom was referring to is a FEMA property acquisition program, where the local government uses FEMA funds to buy property from private owners at "fair market value" (whatever that means). The idea is to get people out of hazard-prone areas. Once purchased, the local government demolishes the (usually damaged) property and prohibits any construction on that land. People are forced to move to other cities/areas, where the cost of housing might be higher. If I'm understanding Tom correctly, his sister had to move to a higher-cost housing market, where she had to take out a mortgage to buy a new house, as the payout from FEMA wouldn't cover the total cost (assuming you were able to save all the payout money for this purpose). This puts people in debt again. A different, but maybe more common, pattern of vultures swooping in after a disaster is probably best seen in post-Katrina NOLA. Much of the recovery process was really the consolidation of the real estate market, leading to rising housing costs and expelling poor Black residents from areas that were to be redeveloped. There is now an established pattern of real estate developers buying up disaster-affected property on the cheap (often using public money/subsidies), re-developing those properties (again often using public money), and then selling/renting those properties for a higher price. Public expenditure, private profit. Can't get a sweeter deal.

This is what you're left with when you make sure that nobody who is even remotely recognizable as a fully realized and coherent person is in the running, in the kind of election that demands that you hyper-focus on individuals.

You guy's inspired me to read Capital cover to cover. To use my ability to use ear buds at my job to read thousands of pages of history and theory. We lost our home in the 2008 crisis. Became homeless, rented a place that lead poisoned our baby, became homeless again. We found you (and other comrades) in that time, this unending nightmare of wondering if our child would be ok and if were even capable of providing him with a safe place for him to try to recover. In that hell, you all helped us articulate our condition in its material reality by sharing your own analysis, struggles, and your growth. Comrades (Tanya included), this was such a gift to me and my partner! You have helped us (and I'm sure so many others on here) so much. Take some comfort in that. Systemically though, it's like you say, it's that motherfucking dialectic! We got numbers, we got hell world. historically those kinds of contradictions produce the seeds of revolutionary change even if the cost is much higher than any of us can bear. When we had seriously destructive flooding in Maine over the new year, I sat in on all the webinars about FEMA funding and resources to rebuild the coast and the number one thing they reiterated was that FEMA funds can only be used to rebuild the infrastructure to the state it was before the flooding and storm surge...aka right back into the vulnerable state that precipitated the destruction in the first place. It's like their number one concern is to prevent the possibility that this money might—MIGHT—leave folks better than it found them. What is the fucking point?

I used to work at the bureau of fiscal service, which is the federal treasury arm of public debt collection, absolutely insane job. That was like 2014. They were still offsetting and garnishing wages for SBA debts that people thought they were getting FEMA money for during Katrina. Each federal branch had their own schemes for wrapping ppl in debt bondage. USDA was especially evil where parents take out loans in their kids name (when they’re underage because it’s allowed) and then never pay, then 15 years later the kid is being garnished and offset. Insane.
