Changing the content update pipeline a bit

While everyone seems to appreciate the chance to experiment with it a bit, I couldn't help but want to write something else for March's second content update. It was originally supposed to be a new Grade-A chapter, but I'm not feeling that right now, so opted to continue with The Federation instead, which will be March's second content update in place of Grade-A.
