The whole story takes place in 1930 in Scotland:
Crowley is half eel. In this universe, sea monsters are sexless and haven't any gender. They can't communicate like humans do but they are empaths and feel the emotions behind the words and communicate by hisses and echoes (like dolphins, that's my point!). They are extremely intelligent and sensitive, more than humans! So it's extremely difficult to catch one and they are very hostile because they can feel the human nature (the real monster).
Aziraphale on his side is a fisherman since his childhood. He always lived in a tiny village, near to the sea. He's terrified by sea monsters, even if he never saw one (the only monster he saw was the "kraken" caught by Gabriel, the star of the village since that event. This "Kraken" was in fact just a giant squid). That's why he always go fishing with big hooks and harpoon "just in case".
One day, he caught the creature haunting the region, but filled with remorses by discovering the "monster" real face, he bring him to his home to heal him. He arrange his bathroom for the monster he called "Crawly" (and after Crowley because it feels less monsterous). Crawly is extremely hostile and afraid first, but he can feel the goodness in Aziraphale and let the fisherman take care of him. Aziraphale bring him a radio and photography books so Crawly can learn about the humans and he can't be bored while Aziraphale goes fishing in the morning. It appears Crawly loves music so the fisherman bought him vinyls and both start to be friends.
However, this friendship can't last and Crowley have to return to the sea, his real home. He can't live in a tub forever and Aziraphale knows it. So, one morning, Aziraphale takes Crowley to his boat and brings him far from the village, hidden in a creek. He set Crowley to the sea but... he doesn't leave. Crowley even bring him a fish, because he can't understand the real reason why Aziraphale is sad and he just wants to help. Seeing it doesn't soothe him, Crowley try something he learned in the books : he kiss the fisherman. Aziraphale is devastated but he had to leave. When he starts the boat to return to the village, Crowley stays behind him and the fisherman has to increase his speed more and more so his dear Crowley can't follow him.
He won't return to the sea anymore, by fear to lure Crowley into danger again, knowing the other humans won't understand the creature like he did.
Perhaps someday he will return to that creek? The rest is history.
