Ryuko animated wedgie yay or nay?

I think I can do it, but shall I notice I cant two days prior to end the month I will just drop it and work on a sketch I have of it.
Animation=Less detail but moves "happy jazz hands".
Pic=Way more detail but doesnt moves "frozen non-moving jazz hands".
