By the time this DVD release was made, you guessed it, the actors behind G'Kar and Steven Franklin were already deceased :( So that's why they got their nice little shout-out in the second story.
But yes, this was beyond/after the Drakh Plague, ten years after season 5 left off both in-universe and in real life. It was such a treat!
Galen calling Sheridan a nexus... always enjoyed that. The Shadow agents on Z'ha'dum called him that too.
I might be a minority on this, but I've always liked the portrayal of Prince Vintari... the actor did a good job of copying Londo's accent. Vir murdered his father - I think the idea is that this is Cartagia's son.
Regarding religion, JMS is an atheist yet has always portrayed religions in a balanced light. We got a lot of alien religions with positive interpretations in the regular show, so it was neat that he did the same thing here with an Earth religion. It may all still fit into that "All Religions Are True" trope though, who knows.
