The Markab never joined the Alliance so technically their homeworld is outside their jurisdiction. If they want to settle there, really nothing is stopping them except the agreement Lochley made with Bester. But do you really think that would keep Psi Corps from hunting them down?

2024-07-09 01:10:24 +0000 UTCI found 'reasons against' using the Markab homeworld for the telepaths have mostly to do with the destruction of the local jump-gate. A few extra months of travel in normal space is just an inconvenience imo. The telepaths would want some isolation anyway. Yes go back and rewatch The Deconstruction of Falling Stars for that scene. The others here have said what really happened. Go see for yourself. You know who the Phoenix Rising is, right? Makes sense to have red hair too; "kissed by fire" was how they put it in Game of Thrones (& probably elsewhere). The Corps is Mother, the Corps is Father... FU Alfred.

Garibaldi drinking makes sense - he is feeling utterly powerless, and even if it is supremely destructive, the choice to go back to the bottle at least is something he has control of. He is mad at his brain right now... so kill it with alcohol.
