Gordon got information about Sam from a demon he had caught and was torturing. Probably the same way John got his information. Gordon was told about the special kids and that they were supposed to help bring on the Apocolypse.

I think when I was watching it they said Lilith owned the contract. But I'm sure Crowley must have overseen it and there's some future stuff regarding Bella/Crowley in S5.
