The Narn trying to regain telepaths is one of the side subjects of the pilot movie The Gathering. Lyta is approached by G'kar if you recall; he is hoping to get either genetic material from her, or - more efficiently - have a direct mating; but he doesn't know what her "pleasure threshold" is... :D
This subject is revisited with the girl Alysa Belden, whose talent wakes up just as she is robbing a kiosk in the Zocalo. Na'toth mentions the genetic material thing again. Alysa ends up going to Minbar.
What dust *really* is, is an attempt by the Psi-Corps to create new telepaths from 'mundanes' by stimulating the latent gene. Yeah but no 'cuz here's da ting: It's only temporary, no matter what. ("No teeps for you.... NEXT!" the teep Na*i lol)
G'kar's journey throughout this show - often paralleling Londo's - is one of my favorite character arcs and extremely well acted by all. R.I.P. Andreas
We finally meet Ombuds Zimmerman, mentioned by Ombuds Wellington in 'The Quality of Mercy' co-starring June Lockhart and Mark Rolston. "Why doesn't Ombuds Zimmerman ever get these cases?" lol
Episodes like this are the ones I point to when detractors say things like, "But the effects suck," or, "Oh that's SO dated..." Uh-uh. Forget the vfx and watch the SHOW! (and some of the vfx are actually quite good! S P A C E S H I T ! !
So glad, Shelly, that you are enjoying this show so much. You really are invested and I'm trying to catch up, fast-binging each day now. You are finishing S4 and I'm plowing thru S3 as fast as I can. Hopefully just a few more days and I'll be there to see you greet the new Captain (oops, spoilers!).

The scenes with G'kar's revelation truly give chills. Really emotional television.
