I think mandating two stops instead of mandating three compounds eliminates someone doing the full race on hards and doing a cheeky stop for inters on the last lap to bypass the need to use all three dry compounds and avoid a second stop. Not sure how well such a strategy would work (base on if the C4 would hang on, or if there are already provisions preventing someone going out on a dry track with wet tires).
