Tovo cast that in the hopes that everyone else would take the hint and climb up it so they could hide and avoid the Al-Urubiyans. I don't think he intended to face them alone, just distract them for a moment and then flee into the Rope Trick himself. Sadly, his plan was immediately foiled when the rest of the party decided to make a last stand instead
