One of the things I like about this is bringing in his trusted people to have his back while also creating plans to clear up the city and the bay. SO many Worm stories where all they want to do is punch people in the face and forget to deal with the problems of the city. Getting rid of the massive crash ship in the bay would already bring in millions alone. Then there are the jobs created with an easier way to clear out the bay and you can also bring back the ferry, clear out the train station. A good chapter.
