I'm in lower desert (not high desert) CA I believe it's because trucks can't get through because of weather.... think about it, my son works in a warehouse for a large chain grocery store, they get deliveries almost every day. Gas stations here get 2 deliveries a day. Miss a delivery their shelves are empty and no gas. I have one daughter in Iowa, they get more cold there but didn't have the problems TX is getting because they are build for that kind of weather, TX is not. I live in the lower desert of CA and we ARE NOT BUILD for that extreme cold weather we will freeze.
