Funding was approved by voters at the beginning of this project. SpaceX progress is an example of what can happen, when governments are not in charge. Similarly, we were about 70 years in to a 100 year plan to underground the communications and electrical utilities in town, when some administration decided it was too expensive or hard and abandoned the idea.
