That Yakuza Sunset quest I think is an oblique reference to Yakuza 3 - a lot of people disliked it. Sugano is probably Daisuke Sato, the director of Yakuza 3, speaking through Sugano. I could be wrong but that's my best guess. Daisuke Sato is one of the producers of Yakuza Kiwami 2.
