Of course they did some retconning for Majima's character in this game, but he's still a fascinating character nonetheless - in fact, his character is better for it. My take on what happened to him is at the end of 0, he consciously decides to integrate the personalities of all the people whom he met who died and whom he greatly admired and respected - Nishitani, Lee, and Sagawa. You can see a bit of each of these three characters in his personality and even his fighting style (the Mad Dog of Shimano style is nearly identical to Nishitani's fighting style with some unique flourishes that Majima added to it). Also, did you notice how Sagawa always calls Majima "Majima-chan"? Majima later always addresses Kiyru as "Kiyru-chan" - a term of endearment I think Majima took directly from Sagawa. I think Majima's later tough-guy act is taken directly from Lee. I don't think Majima is ever evil, even in Yakuza 1. He's just so caught up in trying to respect the memory of these three people he admired from Yakuza 0 by integrating parts of their personalities into his own that he comes off as a bad guy in 1 - but for the most part, he's putting on an act. Remember after his meeting with Shimano he says to himself "Fine. I'll be your clown." Anyway, if you watch the ending of the game with Majima, you may or may not agree with me.
