Flute balance - B-to-C# transition

I'm a new whistle player and ran into the C# problem a few weeks ago. I tried a few things and settled on covering the any of the low holes (D, E, F#) for a good grip. Holding any or all of them doesn't make any difference to the C# on the high D whistle...at least it doesn't on any of mine.
