Sang-tae memory isn't fully accurate. As he is saying, Gang-tae pushed him in. While he fell in. He also said that Gang-tae wanted to kill him every day, which is wrong either. So, Sang-tae's memory is worse than reality. This, of course, doesn't excuse Gang-tae did said it once (when he was a kid with too much responsibility for a kid) and had those feelings, but it is unfair to Gang-tae about the story Sang-tae is spreading.
