2016-09-16 17:21:32 +0000 UTCIt's under it, in a secret location, so it's more like a 0th floor dungeon, i.e. where players are not supposed to be able to get to, like the debug mode of a game. Of course, Kayaba's a dick and made sure to leave the door open for random players to wander in and die.
