A couple of years ago I made a neon strip light set, and I still use it all the time. I'm always disappointed by the weak strength and sad light colours available in the in-game light colour picker, and so I decided to make a bunch more.
11 more, in fact!
Just as with the strip light set, each colour of light is its own catalogue item. This is because you can only edit the light colour and strength per package, rather than per swatch, so if I want to select my own bright green neon colour, brighter than can be picked in the game, I can't do it just for the green swatch, I have to do it for the whole package.
This means that each of the 11 lights in this set will show up 9 times in your catalogue, once for each neon colour. That means if you download and install all 11 lights you will have 99 new catalogue item thumbnails. This is exactly how Maxis' individually coloured lights work too (think of the lava lamps and the plumbob lights).
If you change the colour of any of the lights using the in-game colour picker you will lose the ability to revert back to the colour and strength I chose for it, and will need to replace the light from the catalogue to get it back.
A special note about the Pulse Panels - each swatch is black, the only thing that's different about them is the light colour and strength that you'll see when you place it in-game.
You can search for these lights by typing 'Neon' into the search bar.
Shown in these screenshots using my Clear POP! ReShade preset, which just alters brightness, contrast and vibrance - the colours you see are accurate.
