It really is a bit of a vague justification. This will appear in almost the end of the comic, where Luz remembers that Lilith gave him a temporary magic seal, which is in his neck, something similar when Luz and Amity faced each other for the first time. The seal of that chapter caused Amity to have more power, the one here, is something similar... where she could perform very small magic things, it's a kind of trap, but as she is human, she was allowed to do it if she knew how to control it. It may not be that canon, but well, it also hurt my head a little bit trying to put the pieces together, I hope you liked it.
