Hat of Parroting (Cursed Item)

I had been playing a demo (and backing the Kickstarter) for a pirate-themed card game (Guns or Treasure), so I had pirates on the brain during a few minutes of down time. That led to the writing of this magical wonder...a hat that parrots (repeats) spells you cast that are basically speaking (such as vicious mockery and command).
Oh, right. The hat is cursed. After a day, the parrot becomes loud and obnoxious and the wearer will refuse to part with it. :)
