So it is possible that she might not have passed with just 28 villain points without rescuing him. She got 3rd place and he got 7th place in their exam group. Bakugo was first out of all 36 accepted. Only 40 students were accepted this year out of over 12,000; and 4 of those were recommended by connections instead of taking the usual exam.
