This is just me thinking aloud, but I'm wondering if she isn't actually responsible for anything. They're so blindly following these orders from higher up that they literally know nothing about anything, and this makes me wonder if them being sent back isn't to make things better, but to keep things as they are, that removing Tussle is what resulted in these fractured timelines.
