They recast him after the first film. It was a mistake that made it past the producers and they were forced to shoot Buttercup's scene with the black & white Buttercup because of budget and time constraints and they couldn't get a trained orange cat on short notice. The fans, the author, Suzanne Collins, and the producers requested that Francis Lawrence (follow-up director) make the change. It's a silly thing really, but I remember how jarring it was seeing Hunger Games for the first time with a picture of Buttercup in my head, and that wasn't it. They nailed it when it came to casting, except for the cat. While symbolic, I believe the white rose left in Katniss' house in the Victor's Village was left by Snow to taunt her, like in district 13. The Lumber district is #7. District 4 is fishing, where Finnick, Annie, and Mags are from. and District 5 is where they blew up the hydroelectric dam.
