Monarchs definitely made marriage contracts with other Monarchs children to bind family and power long term. Advisors would definitely push their daughters on powerful men hoping for advancement and influence (Anne Boleyn was pushed on King Henry VIII and look how that one decision changed the course of religion and law in Europe) Of course Viserys as king must remarry and have more heirs. Rhaenera could easily die from so many things at any moment in those times, sickness, falling off a horse, assassination, childbirth. If she died then he again has no heir, which weakens the Targaryen claim to the throne, destabilizing the realm etc. Having multiple heirs is mandatory for a successful dynasty. Viserys is sentimental, choosing his daughter as heir out of his guilt for what happened with his wife. It’s not like he is a strong well respected King who everyone is rallying behind. To make decisions like that he needs support and he doesn’t have it. Remember Rhaenys said to Rhaenera that the men of the realm would rather wage war before crowning a woman. Viserys is ignoring that fact. For political reasons he should have married Laena Valeryon. The Valeryons are the richest most powerful House in the realm outside of the Targaryens. Plus at the moment they have two dragons because of Rhaenys and her son Laenor. Viserys is a good man, but terrible at the game of thrones.
