This is not how succession to the throne works. If you want to know who will be the next king you just have to look at the past. When King Robert died, Cercei was still called queen, but the heir to the throne was Joffrey. People who think Joffrey is not a true son of Robert, like Ned ans Stannis, knew that Stannis, Roberts brother, would be the rightful heir to the throne.
