Oberyon is the brother of Elia Martell. Elia was the wife of Prince Rhaegar Targaryen (The Mad King's son). Rhaegar is the one who kidnapped Ned Starks sister, Lyanna, which started Robert's Rebellion. When Tywin Lannister sacked the city and Jaime killed The Mad King, Tywin is said to have ordered the death of Elia and her children. The Mountain raped and killed Elia, and also brutally killed her children. That's why Oberyn is angry. Rhaegar abandoned his sister Elia, kidnapped Lyanna and then it left Oberyn sister and her kids vulnerable to be killed.

He tried to kill Sir Lora's, but then the hound jumped in and stopped him. Then he started rampaging the countryside, so Ned sent the lightning lord and those guys to arrest him.
